Revolving Loan Fund

The Belknap County Revolving Loan Fund (RLF) exists to facilitate economic vitality and the preservation and creation of quality jobs within Belknap County.

Since 1994, the RLF has assisted in creating over 1400 jobs and lent over $6 million to Belknap area businesses.

We offer several programs within the Revolving Loan Fund; each fund has its own unique requirements and funding levels. For more information or to download an application please click on one of the following Loan Funds.

This is a lending initiative of the BCEDC designed to develop and enhance self-employment opportunities. Loans can be used to start, strengthen or expand small businesses. Maximum funding is $15,000 for up to three years.
Enterprise Loan Fund
up to $25,000
The Enterprise Loan Fund (ELF) is a flexible finance program designed to assist micro-enterprise businesses (businesses with no more than 5 employees). Maximum funding is $25,000, terms up to three years.
The IRP is a United States Department of Agriculture – Rural Development (USDA-RD) initiative. The primary goal of the IRP is to preserve and create employment opportunities in Belknap County. Funding levels is 75% of project costs up to a maximum of $250,000, with terms from one to twenty years.
U.S. Department of Housing and Urban Development Funds are made available through New Hampshire Office of State Planning for economic development projects which directly benefit low and moderate income people through job creation. All projects must provide significant public benefit. Maximum funding is up to $500,000, terms and interest rate is negotiable.
Funding is made available by the State of New Hampshire Business Finance Authority to assist local development organizations in retaining existing businesses and attracting new business opportunities. Participation is based on an analysis of the client's needs to determine if the program provides a good fit for the company. If the program is a good fit, the BCEDC would apply to the BFA for funding. Other BFA guarantee programs are available through banks.

All potential borrowers should contact the BCEDC at info@bcedc.org to determine eligibility. The BCEDC Loan Review Committee will review the application for further consideration by the BCEDC Board of Directors. On average, a loan can be closed within 30 days of receiving a completed loan application package.
