Credit Enhancement Initiatives
Bond Financing
The Business Finance Authority (BFA) was created in 1992 to foster economic development and create employment in New Hampshire. The BFA accomplishes these objectives by working with New Hampshire's banking, business, and economic development sectors to develop and implement programs, which expand the availability of credit in the state. Customers include manufacturers, small and medium-sized businesses, health providers, and non-profit educational and cultural organizations
Community Development Block Grant Program (CDBG)
Community Development Investment (Tax Credit) Program (CDIP)
Created in 1983, the Community Development Finance Authority (CDFA) supports affordable housing and economic development activities that benefit low and moderate income citizens in New Hampshire. Using a combination of state tax credits and Community Development Block Grant funding, CDFA provides project funding, technical assistance, and financial support to nonprofit community development organizations, counties, municipalities, cooperatives, and other volunteer citizens groups. These organizations, in partnership with CDFA, create affordable housing, support the formation of new jobs and help retain existing employment for low and moderate-income New Hampshire residents.
The Loan Fund, a private nonprofit organization, was founded in 1983 with the belief that low-income people could build their assets and gain long-term economic stability if they could be connected to institutions and people with capital resources and the willingness to share them.
The SBA’s loan guaranty programs provide a key source of financing for viable small businesses that have real potential, but cannot qualify for loans from traditional sources. SBA guaranties, provided through private lenders and nonprofit lending institutions, give small business owners access to the same kinds of reasonably priced, long-term financing available to large businesses by virtue of their size and economic clout.
The USDA – Rural Development’s financial programs support such essential public facilities and services as water and sewer systems, housing, health clinics, emergency service facilities and electric and telephone service. They promote economic development by supporting loans to businesses through banks and community-managed lending pools. They offer technical assistance and information to help agricultural and other cooperatives get started and improve the effectiveness of their member services. And they provide technical assistance to help communities undertake community empowerment programs.
The USDA – Rural Development has an $86 billion dollar portfolio of loans and will administer nearly $16 billion in program loans, loan guarantees, and grants through their programs.
Farm loans are provided to family-size farmers and ranchers who cannot obtain commercial credit from a bank, Farm Credit System institution, or other lenders. These loans can be used to purchase land, livestock, equipment, feed, seed, and supplies, and construct buildings or make farm improvements.
